I couldn't help noticing how most nepalis are quick to follow but decision makers are nowhere to be seen. Is it because of religion? The hundreds of years of shah/ rana rule? Is it because of the dominated gene pool?

Because everyone is so into following, there is a deficit of leaders. The greatest so called leader right now is prachanda, who has cleaned his hands clean of the blood of 15000 people. There must be something really wrong if he is the only leader in nepal.
