Here is what you should do if no body is helping you out.
If  i were you, i would look on Craigslist to find an apartment. I would inquire all the departments in the University for on campus jobs or assitantships.
About tuition costs, i would look on the University website. About outside job, i would fill out an application with my contact info

Also network in your circle to find any aquaitances around in San Francisco area.
